I did newspapers while in high school/college, and know that the water can get in there more if it is raining on a driveway. However, if you call in and complain and it is in a bag then the carrier is not fined, however if it is bagged, then they are charged. Also, they are out there at 3 in the morning driving around with their window down throwing papers, not their happiest days. I know this is bringing up an old article, but…
