Typically when send/receive fails it is because there is either no internet connection active or because a setting for the server connection is wrong. Check the log to see if it is failing on the "send" step or the "Receive" step. If it is the receive step, check your POP/IMAP/exchange server settings. if its the send step, check your SMTP server. Check on the net for some forums. You're bound to find a solution to your problem. There is a ton of stuff about the Q so I'm sure it's no different for the Ipaq.
